Airline engineering, maintenance and materiel (EM&M) organizations within each airline ensure the proper maintenance and availability of airliners and all-cargo airplanes, enabling airlines to provide safe passenger and cargo transportation services. Under the direction of the Engineering, Maintenance and Materiel Council (EMMC), the ATA staff provides liaison between airlines and regulatory authorities, and coordination among manufacturers, suppliers, and airlines, to facilitate meeting these objectives.

Members - EMMC members typically are vice presidents of maintenance, engineering, technical operations, or corresponding positions of airlines that are ATA members.

Mission - The EMMC maintains close liaison with FAA leadership to serve as the premier source of advice, coordination, and consensus-based leadership for public policies pertaining to airline engineering and maintenance, to include safety, airworthiness, reliability, and cost effectiveness aspects.

- ADS-B ARC Report - The FAA recently published the report of the ADS-B Aviation Rulemaking Committee (ARC), which provides recommendations on how to proceed with a proposed mandate for ADS-B. Basil Barimo, ATA Vice President of Operations & Safety, co-chaired the ARC, which examined the complex technical and programmatic aspects of the system. ADS-B has the potential to expand the capacity of the National Airspace System, allowing growth and preventing flight delays. An ADS-B regulation eventually would apply to nearly all flight operations in the U.S..
- Independent Review Team (IRT) Report
In one response to large-scale flight cancellations this spring, the Secretary of Transportation chartered the IRT to develop recommendations to improve the FAA’s safety culture and the implementation of an aviation safety system. The Team recently completed its report, which includes 13 specific recommendations on topics ranging from assessments of compliance with airworthiness directives to the value of voluntary disclosure programs.
- AD Compliance Review Team
In another response the flight cancellations, the FAA Administrator chartered this Team to assess AD compliance questions underlying the cancellations, and to develop recommendations for improving processes for developing ADs. The Team’s includes the directors of FAA Aircraft Certification and Flight Standards, Boeing, ATA EMMC members, ATA and other airline M&E experts. The Team’s report is expected to show a path to the “sweet spot” of compliance envisioned by the Secretary, and may be published in November.

- MRO 2009 - The "MRO" is the premier exhibition and trade show for the commercial aviation Maintenance, Repair and Overhaul industry, including manufacturers, suppliers, and airlines. The ATA and Aviation Week Magazine have partnered since 2001 to present this annual "must attend" event scheduled next for April 21-23 2009, in Dallas, TX.
- In conjunction with each MRO, the EMMC presents the annual "Nuts and Bolts" awards. Each year since 1967, the EMMC has presented two leaders in commercial aviation with this honor. These prestigious awards, one for an airline notable and another for a leader in an organization that supports the industry, recognize sustained, outstanding services and contributions to airline engineering and maintenance.

- 2009 NDT Forum- The 2009 Non-Destructive Testing (NDT) Forum will be held September 21-24, 2009, in Atlanta, GA. As part of this annual forum, ATA presents the Better Way Award in recognition of a government-industry team that has developed and applied a technique, process, or policy advancing NDT technology used to safely maintain aircraft.
- FAA/ATA Human factors Symposium The 2008 Symposium was conducted in Orlando, FL, from September 3-4. The symposium advances the safety of commercial aviation through improved management of human factors.
