ATA comments on DOT's proposed amendments to its Airport Rates and Charges Policy, which collectively would allow airports to adopt a form of congestion pricing by expanding the costs that can be added to rate bases at congested airports and/or during periods of congestion. ATA's comments explain why the proposed amendments are not justified on policy and legal grounds.
